Good afternoon FLOs, This issue of the FLO Newsletter will cover the period May 16 June 4, 2012. In the Intake Highlights and Analysis section, five incidents are highlighted, with four out of the five being reported by FLOs. The incidents reflect potential indicators of activity, that could be part of a plan with a nexus to terrorism. These incidents also represent the type of activity that is important to report, not just to your reporting chain, but also to the WSFC at intake@wsfc.wa.gov. The Focus on FLOs section will be featured periodically to formally recognize your outstanding efforts towards the overall success of the FLO program. In this issue, James White and Norm Smith are recognized. In Training Opportunities, information on the next FLO Basic class is provided, as well as the tentative dates for the FLO Intermediate class. In this section, you will also see training opportunities available through various sponsors. Training opportunities listed in this section are not endorsed, or sponsored by the Washington State Fusion Center (WSFC), unless indicated. In Administrative Notes, we want to keep you informed on how the WSFC is using HSIN, particularly as a dissemination tool. Our utilization of HSIN is evolutionary, so we ask for your patience as we continue to work through technical challenges with the system. As always, thank you for your service and for your participation in the FLO program!

Intake Highlights and Analysis


(U//FOUO) [Region 9] On 30 May 2012 at 0130 hours, approximately 1000 gallons of aviation fuel were stolen from a municipal airport. A description of the suspect vehicle was provided, and on 2 June 2012, at 0200 hours, two male subjects were arrested at a fuel station in Harrington, WA. The vehicle described from the incident on 30 May was impounded. WSFC Tracking No. TL_2012-06-04T13:13:11 Status Closed (U//FOUO) [Region 1] On 31 May 2012, it was reported that over the last couple of days, a caller from an identified phone number was calling a major refinery. The caller was asking probing questions about the refineries current operating status. WSFC Tracking No. TL_2012-05-31T17:01:28 Status Closed (U//FOUO) [Region 5] On 30 May 2012 at 0909 hours, a vehicle was observed by Port of Tacoma Security, with an identified male taking photos of the Port of Tacoma Road overpass. The subject was contacted, where he claimed he was taking pictures for his blog. With the subjects permission, photos on the camera were viewed by security and three photos out of many were of the port. The subject was cooperative during contact and said he understood that taking pictures around the port might seem suspicious. WSFC Tracking No. TL_2012-05-30T13:31:37 Status Closed (U//FOUO) [Region 1] On 17 May 2012 at 1532 hours, Snohomish CSO vessel MARINE 28 contacted a boat in the vicinity of the Port of Everett piers and the Naval Station Everett carrier pier. A Navy patrol craft had brief contact with the suspicious boat but, because the boat was outside the security zone, they were limited in their inquiry. The vessel had a homemade tripod on the bow with a camera. The subjects claimed they were taking panoramic pictures of the area. Panoramic pictures of a Tier 1 marine facility and naval station raised the suspicions of the contacting officers. The female passenger had a foreign passport, and the male passenger had an expired out of state drivers license. They stated that the boat belonged to a friend from Kirkland. WSFC Tracking No. TL_2012-05-23T16:05:40 Status Closed (U//FOUO) [Region 4] On 22 May 2012 at approximately 0012 hours, an employee of a gasoline station, located in Vancouver, WA called 911 to report a suspicious device. Clark County Sheriff's Deputies responded to find a small suspicious device located inside the store on the counter. Members of the Metro Bomb squad were called to investigate the device. As a precaution, the store was closed and the pumps were turned off. The device, determined to be a cell phone that had been damaged and pieced back together, was retrieved by the Metro Bomb squad and determined not to be explosive or hazardous. Focus on FLOs
As you all well know, the FLO program is an integral component of the Statewide Integrated Intelligence System (SIIS), which provides the mechanism to gather and analyze information, and to share actionable intelligence. The development and coordination of our network of trained and certified FLOs, ensures vital disciplines are incorporated in the fusion process. As FLOs, you are serving as conduits through which homeland security and crime related information flows to the WSFC for assessment and analysis. Into the second year of the FLO program, the WSFC is recognizing FLOs that embody the spirit of the program. Detective George Mars, FLO Coordinator, has been and will continue to present Certificates of Commendation and FLO Coins to those individuals who have made significant contributions to the SIIS, and through their actions, directly benefitted the State and directly, and indirectly, promoted the FLO program. In this issue of the FLO Newsletter, it gives the WSFC a great deal of pleasure in recognizing FLO James White and FLO Norm Smith, for their dedication and service to the FLO program. Administrative Notes
Reminder - when you submit a Suspicious Activity Report (SAR), or Tip and Lead (T/L) to the WSFC Intake (intake@wsfc.wa.gov), please identify yourself as a FLO in the subject line. The greatest resource and most valuable tool in the WSFC FLO program is you! In future issues of the FLO Newsletter, we will continue to formally recognize your commitment and service to the program.

Thank-you for your patience while the HSIN Notify system was tested. You will start receiving information through the HSIN Notify medium when information needs to be disseminated to all FLOs. Training Opportunities
The next FLO Basic classes will be held 11-12 July 2012 in Burlington and Burien. To date, we have 22 applicants for the Burlington class and 64 for Burien. Unfortunately, the Basic class for Spokane had to be postponed until this Fall (tentatively 19 Sep), because we did not have enough applicants to justify the class. Please help in getting the word out about the upcoming training, especially in Burlington. The attached Training Announcement is for you to distribute to personnel you think may be interested in the program and able to attend the class. June 19, the Washington State Patrol Office of the State Fire Marshall, will be sponsoring Understanding Improvised Explosive Devices (IEDs) and Device Recognition training for Fire Service Personnel, Fire Investigators, Law Enforcement, and Prosecuting Attorneys. See attached flyer for further information. September 17 & 18, the Washington State Fusion Center will be sponsoring a FREE Analyst Conference, hosted by Northern Quest Resort & Casino. See attached flyer for further information. The Intermediate FLO Course is still going through the DHS approval process, but is tentatively scheduled for September 20 & 21 in Western Washington. We will provide you with more information once the class is finalized. The Bureau of Justice Assistance (BJA) US Department of Justice provided the WSFC with training videos as part of their Nationwide Suspicious Activity Reporting (SAR) Initiative. These videos are available to you and we will provide you a copy of the video upon your request. Send your request to flo@wsfc.wa.gov and identify which topic you would like. FUSION LIAISON OFFICER (FLO) BASIC COURSE

TRAINING Announcement

COURSE DATE (s): This one day course will be held in Burlington and Burien on July 11-12, 2012. (See dates/locations below). TIME: 0800-1700 COURSE DESCRIPTION: This 8 hour basic Fusion Liaison Officer course will: Provide a basic understanding of the FLO program. Provide instruction on the Statewide Integrated Intelligence System. Provide instruction on Privacy Policy, Civil Rights and Civil Liberties and 28 CFR Part 23. Educate the students in key concepts of intelligence, networking, terrorist infrastructures, red team methodology and emerging threats corresponding to better conducting the FLO mission. Provide students with a basic understanding of the National Suspicious Activity Reporting (SAR) Initiative. COURSE LENGTH: 8 hours TARGET AUDIENCE/DESCIPLINE: The instruction is designed for personnel (LE/Fire/CIKR) who will be functioning as a FLO within Washington State. Washington State Fusion Center Analyst Training Conference Sharpening Analysts Skills

The Washington State Fusion Center is hosting its second analyst conference, aimed at bringing together local, regional, state and federal analysts from across Washington State to further enhance collaboration and information sharing. The theme Sharpening Analysts Skills includes an agenda designed at improving participants analytical tradecraft.
